What is the 7600 law?

Law 7600 establishes equal opportunities for people with disabilities. This ensures that they have access to public and private institutions, in terms of physical environment, transportation, information, communication, among others.

These measures exist to eliminate barriers that prevent access to physical spaces and information for people with disabilities. Thanks to this law, the needs of the individual are recognized, which is the basis for social planning.

What disabilities are covered by this law?

This law does not establish a specific list of disabilities, but uses a broad approach to cover all conditions that limit people’s full and effective participation in society on an equal basis with others.

Disabilities are defined as physical, mental, intellectual or sensory impairments which, in combination with various barriers, may prevent full participation in society.

Some disabilities covered by law 7600

  • Physical disability: Limitations in mobility or physical functionality, such as amputations, paralysis, or chronic medical conditions that affect mobility.

  • Sensory disability: Changes in the senses, such as blindness or low vision, deafness or hearing loss.

  • Intellectual disabilities: Conditions that affect cognitive development, such as Down syndrome or pervasive developmental disorder.

  • Intellectual or psychosocial disability: Mental health conditions that significantly affect daily living, such as schizophrenia.

  • Multiple conditions: Combinations of the above, such as a person who is deaf and blind, or someone with intellectual and physical disabilities.

What other aspects are covered by Law 7600?

  • Technical aid: Element required by a person with a disability to improve his or her functionality and ensure his or her autonomy.
  • Support Services: Technical aids, equipment, assistive devices, personal assistance and special education services needed by persons with disabilities to increase their level of autonomy and ensure equal access to development.
  • Special Educational Needs: A person’s needs arising from his or her abilities or learning difficulties.
  • Early intervention: Care provided to children between zero and seven years of age to enhance and develop to the maximum their physical, intellectual, sensory and affective potential through systematic and sequential programs that cover all areas of human development, without forcing the logical course of maturation.
